Sir Edward Grey is receiving constant proposals from the Ottoman Government asking permission to appoint various British officials, already in their service, to new Posts in the Armenian Provinces. He says that he is extremely reluctant to encourage any steps which might have the urging the Ottoman Government itself to come forward with proposals with as little delay as possible.
I understand that S. E Grey has expressed the same hope to the Russian Government.
