Wangenheim presents a plan to support the Armenians and their moderate demands in future, thus assuring ourselves of the influential Armenians. German consuls should perhaps even act as guarantors of real reforms and ensure "that the Armenians come to know the German authorities as impartial but, in case of emergency, truly effective protectors". At the very least, however, Germany should establish a school in Adana, the cost of which would be covered simply by the increase in commercial transactions.
