There was news in St. Petersburg from Erzerum that there was open talk of massacres in meetings held there, which were to begin at a sign from Constantinople. At the order of the Mullahs, the population put on white turbans. The Ittihad were collecting signatures against any kind of control whatsoever and wanted to make the Great Powers responsible for the massacres.

The ambassador reported that he let the Armenian Patriarch be assured that he would give his support for the resumption of the work on reforms after the war was over. The Patriarch deplored the situation of the Armenians, especially in the region of Erzerum, and assured him that "every reasonable Armenian hoped that Armenians would remain under Turkish rule", while at the same time justifying why the Armenians had a preference for the countries of the Entente. But he also acknowledged the contributions of the Germans. According to Wangenheim's analysis it was hardly possible for the Patriarch to assert influence in favor of Germany, because he was a member of the Ramgawar Party which did not have any of their own journal.
