The German Foreign Office advises Lepsius to wait before publishing his book, because the sentencing of those responsible by an international court of law was expected shortly in Constantinople and the book would then be used by the prosecutors. It would be “an embarrassing thought that in this way we would be supplying our enemies with weapons against our former friends. This does not serve justice”. In any case, there was “enough material with which to determine the actual course of events”.

Lucius, the Minister in Stockholm, requests 30 copies of Lepsius’ book in order to counteract the anti-German atmosphere caused by the Armenian atrocities, particularly in the indigenous left-wing liberal and socialist press. Goeppert points out that the book “has not been received as well as one would wish by the press in enemy and neutral countries”, that the “Time” even saw it as “documentary proof of Germany’s joint responsibility” and that, therefore, it would be advisable to exercise caution when using the book as planned.
