The minister at Constantinople (Carl Ellis Wandel) to the Foreign Minister (Erik Scavenius)

Constantinople, 25 November 1915.

The liquidation of the economic matters of the inhabitants deported from Turkey to other parts of the Empire. [Refers to] Leg. No. CXXXVIII [138] of 3 October 1915.

The legation has the honor of sending an attachment with a translation of an official announcement, brought in the local press yesterday, which is a supplement to the law of 13.9.1331 (= 26 September 1915), quoted in translation in the above-mentioned report, and which concerns the possessions, debts, and claims of those deported from Turkey to other parts of the Empire.

The law concerns, as mentioned earlier, in particular the matters of the deported Armenians and is, precisely because the Armenians in Turkey are in possession of a very large part of the middleman- and commission foreign trade, of great interest to foreign, possibly also to Danish, businessmen.

Danes who may have claims against the deported that are dealt with in the aforementioned law must, before 4 months (counting from the coming into force of the announcement published in the daily papers yesterday), apply to one of the liquidation commissions, established according to the law of 13.9.1331 and mentioned in the announcement, which are authorized to, independently, make any arrangement with the deported's creditors.

Of Danish companies that have done business with Armenian companies in Asia Minor, the tobacco company E. Nobel in Copenhagen is known to the legation.
