Berlin, 15 January 1914

According to a statement by the Russian ambassador, there is news in St. Petersburg from Erzerum that meetings are being held there in which there is open talk of massacres. At the order of the Mullahs, the population has put on white turbans. Everything has been prepared for massacres, which are to begin at a sign from Constantinople. Ittihad is collecting signatures for protest against any kind of control, emphasizing that the responsibility for the massacres lies with those powers, which want to interfere in the reforms. The Russian ambassador in Constantinople has been ordered to give these events his most serious attention. Please do the same and instruct the consul in Erzerum to send a report by telegraph.
