Cipher telegram from the Legation in Constantinople.

Because of the attack on the Dardanelles, the question of the transfer of the government has once again become of current interest. American and Italian Ambassador say that they will probably stay here in that event. It is assumed that German and Austro-Hungarian Ambassador will follow the Government but they say they have not decided yet.

Talaat Bey has been subjected to 2 failed assassination attempts. An interpellation in Parliament attempted by the opposition concerning Turkey's participation in the war only led to uproar and did not become known to the public.
