Constantinople, 21 September 1915.

Mr. Foreign Minister,

In my report No. CXXII [122] of yesterday I mentioned the attempted assassination on Enver Pacha that took place some days ago. This attempted assassination is not the only one that has taken place lately against the men of the Committee. I learn from a trustworthy source that also the Governor at Adrianople, Hadji Adil Bey, was recently the subject of an attempted assassination. While driving in Adrianople the Governor's son, who was seated in the same carriage as the Governor, was killed, while Hadji Adil Bey himself was only slightly wounded. Some days later he came here to the capital where he was received by the Sultan in an audience.

The attempted assassination has a significance because Hadji Adil Bey is one of the most influential members of the Committee, and while he was staying in the capital he played a large role in the day-to-day management of the Committee.

I have earlier mentioned two attempted assassinations against Talaat Bey which took place at the end of 1914 and at the beginning of this year, but I will here bring them to your attention once more as these 2 attempted assassinations, in connection with the two abovementioned recent attempted assassinations, show that the men of the Committee are still exposed to become victims of the discontent they have caused in certain parts of the population.

There is reason to believe that the 4 attempted assassinations that I know about are not the only ones. Here in Turkey many things happen that remain hidden forever, and one must be allowed to assume that the aforementioned attempted assassinations are but a few effects of a number of still hidden conspiracies against the government.
