Constantinople, 14 August 1915. No. 234. The Legation´s Telegrams.

As the Legation has lately made it a rule to cipher all telegrams to the Ministry, also in cases where usual practice or other considerations do not require the use of secret language or where it concerns private correspondence, it is, as a matter of form, officially reported here that this happens because under the present extraordinary conditions it is considered best to avoid as much as possible sending telegrams 'en clair' to the Ministry.

Otherwise, the aversion which the censors here have to coded telegrams can easily increase, and this is best avoided in the above-stated manner.

When coded telegrams from a legation that on other occasions telegraph 'en clair' are dispatched simultaneously with the occurence of political events that [the authorities] here do not want to be known abroad, it can easily have as a consequence that these coded telegrams are delayed or do not reach their destination.
